Mr. Houlden was appointed as a
Justice of the Supreme Court of Ontario in 1969, and was elevated to the Court
of Appeal of Ontario in 1974, where he served until his retirement from the
Bench in 1997.
He graduated from the University of
Toronto, obtaining his B.A. in 1944 and his LL.B. from Osgoode Hall Law School,
Toronto, in 1948. Mr. Houlden was appointed Queens Counsel in 1962.
Mr. Houlden read law with I.E.
Houser, in Toronto. He was a Special Lecturer for The Law Society of Upper
Canada in 1954, 1956 and 1965. He co-authored, Bankruptcy Law of
Canada, and is a member of the Board of Trade of Metropolitan
Toronto, Bankruptcy Committee.
During his latter years on the
Bench, Mr. Houlden presided over and administered the restructuring of various
large financial disputes and bankruptcy proceedings.
Since joining ADR Chambers, Mr.
Houlden has mediated or arbitrated complex commercial disputes as well as
insurance claims involving personal injury, products liability, occupiers
liability, professional negligence, fire claims, disability claims and
partnership disputes. In addition, he has been appointed by the Ontario
Government to act as one of its Independent Integrity Commissioners and by
various of its Ministries to act as Chair of Arbitration Panels involving
labour-related matters for hospitals and nurses; nursing homes; teacher and
school board disputes.
Mr. Houlden acts as independent
counsel to the Discipline Committee and the Fitness to Practice Committee of
the Ontario College of Teachers.
As a member of ADR Chambers, Mr.
Houlden is available for all forms of alternative dispute resolution, including
Mediations, Arbitrations and Mini- Trials.
As a member of the ADR Chambers
Appeal Panel, he is also available to hear Private Appeals from Arbitral Awards
and Trial Judgments in Ontario.
